Yes, it is, via the command
menu tkcon on

Who is "it"? Which command starts working only after manually starting
the console?
Do I assume right that you have the command "tkcon" in your file
".vmdrc", and that this is not working? If that is the case, put the
following command into .vmdrc:
after idle menu tkcon on
